A hobble skirt is a below-the-knee skirt with an exceptionally narrow hem. It is designed to prevent the wearer from taking long strides and in turn prevent their mobility. The design hails from the late 1800s, but has been revived by the BDSM community, usually in leather, latex or PVC.
